The Continental Congress renames the Committee of Secret Correspondence to the Committee of Foreign Affairs. Even with its new name and responsibilities it only retains its intelligence functions since other committees conduct matters of diplomacy.

Celebrated Birth:
Taksin the Great (b. 1734 – April 7, 1782) King of Siam from 1767-1782.

Samuel Chase (b. 1741 – June 19, 1811) Lawyer in Maryland, Delegate to Continental Congress, signer of the Declaration of Independence.
