The British Parliament authorizes a peace team to negotiate with the Americans. At the conference in Philadelphia they offer agreements granting Congress’s entire request except independence. The Americans reject it.

Celebrated Birth:
James Madison (b. 1751 – June 28, 1836) Virginia delegate to the Continental congress, member of the Constitutional Convention, signed the united States Constitution.
