The Continental Congress orders its European envoys to appeal to foreign officials to send troops to reinforce the American army.

1781 William Herschel, German-born British astronomer, discovers the planet Uranus. It was the first modern planet discovered and the first discovered with a telescope and not the human eye.

Charles Grey, 2nd Earl Grey, British Whig statesman and Prime Minister. Earl Grey tea is named for him.

Joseph II (Josef Benedict August Johannes Anton Michel Adam) (b. 1741 – February 20, 1790) Holy Roman Emperor from 1765 to 1790.
