1788
Massachusetts ratifies the Articles of Confederation.

1782 At the Army camp of General Washington at Newburgh New York an anonymous letter is circulated among the senior officers. The letter calls for an unauthorized meeting and urging the officers to defy the authority of the new United States national government for its failure to honor past promises. Washington learns of this letter and forbids the meeting but proposes one to be held on March 15. At this meeting he convinces his officers not to rebel thus preserving the union.
