January 2

The Virginia legislature agrees to turn over to the central government all claims to territory north of the Ohio River. The act was made on the condition that the Articles of Confederation would be ratified. Maryland was the lone holdout on ratification over concerns that the states that had claims to large territories would unfairly have a greater rule. Maryland would finally ratify the Articles, which would come into effect on March 1.

1788 Georgia becomes the fourth state to ratify the United States Constitution.
