Jean-François Pilâtre de Rozier along with the Marquis d’Arlandes makes the first manned free flight. During the 25-minute flight using a Montgolfier hot air balloon, they traveled 12 kilometers from the Château de la Muette to the Butte-aux-Cailles in the then outskirts of Paris, attaining an altitude of 3000 feet.

1789 North Carolina becomes the twelfth state to ratify the United States Constitution. It is nearly eight months after the First United States Congress begins.

Celebrated Birth:
Josiah Bartlett (b. 1729 – May 19, 1795) – Massachusetts Delegate to the Continental Congress, signer of the Declaration of Independence, signed Article of Confederation, member of the Constitutional Convention.
